Emergency Operations Plan
The Emergency Operations Plan (EOP) is the programmatic and legal document that establishes the City of Healdsburg’s emergency management organization providing a basis for the City’s coordinated actions before, during, and after a disaster. The primary purpose of the EOP is to outline the City’s all-hazard, whole community approach to emergency operations to protect the safety, health, and welfare of its citizens. Additionally, this EOP establishes the foundational policies and procedures that define how the City will prepare for, respond to, recover from, and mitigate against natural or human-caused disasters. It provides a description of the emergency management organization and how it is activated.

Local Hazard Mitigation Plan
The City of Healdsburg Local Hazard Mitigation Plan (LHMP) is an effort undertaken by the City to mitigate the effects of natural hazards and plan for resiliency in the future that respects the character and needs of the people who live and work in Healdsburg. This plan is a five-year strategic plan that identifies natural hazards and vulnerabilities and provides actions to reduce, eliminate or prepare for emergencies caused by those hazards.
